The best level to do the forging at is Foundry.

Toggle the builder mode.

Ok so spawn an object of your choice, i use open boxs.

After placing it where u want, select it with the options (Y) or (X)
whatever your setting are.
(Remember where you place it, there will be a small, egg like object at the place you put your object)

Set the "Spawn at beginning" to Off. This will make it spawn in 30 seconds, or what ever your set it to, but the default is 30 seconds.

Press start.

Restart the round, (DO NOT QUIT!) Then go to the location you set your object at, Spawn another object that you want and try to position it the way you would want your two objects to fuse.
Release the object and wait.
(The time is dependant on what the respawn rate of the objects are.)

After the object spawns and you did it correctly, the two objects will be fused. BUT DO NOT TOUCH EITHER OF THE OBJECTS AFTER THIS IS DONE! otherwise you need to restart the round.

If you are planning on making a map with a lot of fused objects, save continuously.

If you are having trouble, Talk to me, ill jump on halo 3, if i have time, to show you how to do it.
